UAE Moves Towards Advanced Cargo Security MPCI Program

The United Arab Emirates (UAE) is progressing towards enhancing maritime cargo security and supply chain transparency through its Maritime Pre-Load Cargo Information (MPCI) program, set to be fully implemented on June 25, 2025. The program operates under the UAE’s Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) and is managed by the UAE’s National Advance Information Center (NAIC). It mandates the electronic submission of detailed cargo information at least 24 hours before loading at ports of origin.

The UAE’s MPCI program aligns with global efforts to increase cargo visibility and security, reflecting similar frameworks like the EU’s Import Control System 2 (ICS2) and the US Importer Security Filing (ISF).

Key Requirements of the MPCI Program

Under the MPCI program, detailed electronic cargo information must be submitted to UAE authorities 24 hours before container loading at the foreign port of departure. Key requirements include:

  • Mandatory electronic submission: Cargo data, including Bill of Lading (B/L) details, must be filed with the NAIC system before vessel loading at the last foreign port.
  • Filing responsibilities:
    • Shipping lines must file carrier Bills of Lading.
    • Freight forwarders or Non-Vessel Operating Common Carriers (NVOCCs) must submit House B/L details electronically.
    • Forwarders must identify the actual shipper and consignee.
  • Verification by Master Vessel Operators: Carrier operators must confirm forwarder declarations before cargo loading.
  • Update of transhipment details: Filers must accurately update vessel and transit details.
  • Broad scope of application: The program applies to all containerised maritime cargo destined for import, transhipment, transit, and Freight Remaining On Board (FROB) in UAE waters.

These measures are designed to enhance risk assessment, streamline customs procedures, and secure the UAE’s strategic maritime trade routes.

Global Impact and Future Implications

The introduction of MPCI in the UAE reflects a global trend toward enhancing cargo security and supply chain transparency via mandatory advanced electronic data submissions. The program aims to reduce risks, optimize customs processing, and increase the efficiency of international cargo movements.

Stakeholders across the logistics and shipping industries must quickly adapt to comply with these evolving international standards. Technology-driven solutions are essential for businesses aiming to stay compliant and avoid disruptions in cargo operations.

As the June 25 implementation date approaches, industry participants are encouraged to familiarize themselves with the MPCI guidelines and ensure compliance to avoid penalties and delays in UAE-bound cargo.
